🚗 On June 24, 2026, delegates in a Geneva conference room voted through a sentence that will shape how driverless cars are judged everywhere: an automated driving system must be at least as safe as a competent and careful human driver.
It is the first time the world has agreed on international rules covering Level 4 automation, where the car is not expected to hand control back to anyone. Japan's transport ministry announced it two days later under the headline that Japan had led the effort. What that leadership amounted to, and who the rules actually bind, takes more unpacking.
What Geneva actually agreed
The meeting was the 199th session of the UN World Forum for Harmonization of Vehicle Regulations, known as WP.29, held June 23 to 26 at the UN Office at Geneva. The adoption vote took place on June 24.
The scope covers vehicles fitted with automated driving systems including Levels 3 and 4. Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) describes the requirements in three layers. Before a vehicle goes on sale, a manufacturer has to demonstrate to the approval authority both the safety of the vehicle itself (obeying traffic rules, avoiding collisions, stopping safely when something fails, logging what the system was doing, and cybersecurity) and the organization behind it (a safety management system, a structured safety case, and access to simulation, test track and real-traffic environments). After launch, the obligations continue: monitor how the fleet behaves, identify and fix problems, and report incidents to the relevant national authorities.
MLIT expects the rules to enter into force around January 2027.
Back in 2020, WP.29 agreed UN Regulation No. 157, covering Level 3 lane-keeping on motorways, which came into force in January 2021. But there was nothing international for ordinary roads, and nothing at all for Level 4. That is the gap this fills.

Graded on evidence, not on a test score
What makes this different from almost every vehicle rule that came before it is that regulators did not write a long list of manoeuvres with pass and fail thresholds.
The centrepiece is instead something called a safety case. A manufacturer has to argue, in a structured chain of claims, reasoning and supporting evidence, that its system carries no unreasonable risk, and hand that argument to an authority that will audit it. Around that sits a safety management system covering the whole product lifecycle, plus a duty to keep watching real-world performance after deployment and report significant events.
PwC Consulting notes in its analysis of the draft that building a rule around a safety management system and a safety case is standard practice in aviation and nuclear power, but is a first for a UN vehicle regulation. The same analysis flags another choice that is easy to miss but matters: the rules do not assume an AI that keeps learning on the road and changes its behaviour as it goes. Improvement happens back in the development environment, gets validated, and only then ships as an update.
Alongside the new instrument, WP.29 also amended around 90 existing UN regulations, largely to work out how rules written for cars with steering wheels apply to cars without them.
How much did Japan really lead?
MLIT's press release calls this "the world's first international standard for automated driving systems, led by Japan." Japan did co-chair the expert group under WP.29, and Takashi Yuno, the ministry's director for vehicle standards and international policy who serves as a WP.29 vice-chair, told Nikkei xTech that the result reflects the safety philosophy Japanese carmakers are strongest at.
But co-chair is not the same as chair. MLIT's own text says Japan worked "together with the United States, Europe and others." UNECE's account emphasises that Canada, China, the EU, Japan, the UK and the USA all endorsed the regulation. Chinese state-linked coverage of the same vote described the work as jointly led by China, the EU, the UK, the US, Canada and Japan, and noted that China holds a vice-chair of the GRVA working party and co-chairs one of its two technical subgroups.
So the accurate picture is not that Japan took the wheel alone. It is that Japan kept one of a small number of seats at the front. For a country that has spent decades being told it wins on engineering and loses on standards, that is still not a small thing.
Why the US and China are not bound by this
Here is the part that trips up most coverage. Two separate documents were adopted, not one.
WP.29 sits on top of two agreements with very different legal weight. The 1958 Agreement, with 64 countries plus one region and 183 regulations, produces UN Regulations that participating countries apply and whose approvals they mutually recognise. The EU, Japan and South Korea are on this side. The 1998 Agreement, with 39 countries plus one region and 25 regulations, produces Global Technical Regulations, which are templates each country may or may not write into its own law. The United States, China and Canada are on that side.
Both versions were adopted in June, tracked in regulatory databases as UN Regulation No. 185 and UN Global Technical Regulation No. 26.
The practical consequence is lopsided. In the EU, Japan and South Korea, you will need this approval to sell a Level 3 or higher vehicle. In the United States, there is still no federal safety standard written specifically for automated driving. NHTSA has been rewriting the existing Federal Motor Vehicle Safety Standards piece by piece and granting case-by-case exemptions instead. On June 26, 2026, it proposed updating the brake standard, FMVSS No. 135, for vehicles with no pedals, and simultaneously withdrew its own proposed voluntary evaluation programme for automated vehicles. Licensing, traffic law and inspection remain with the states.
China is running its own track. On June 16, 2026, its Ministry of Industry and Information Technology published a draft mandatory national standard for Level 3 and Level 4 systems, took comments from June 17 to 24, and proposed July 1, 2027 as the start date. That consultation closed the same day Geneva voted. And the safety benchmark China wrote in is that the system must perform no worse than a qualified and attentive human driver, which is the UN's yardstick arriving by a different road.
Calling this a single global rulebook overstates it. What has converged, so far, is the vocabulary.
Winning the rulebook, losing the mileage
Japan has been here before, and the precedent is uncomfortable.
On November 11, 2020, MLIT issued the world's first type designation for a Level 3 automated driving device, to Honda. The car it went into, the Legend, went on sale on March 5, 2021. It was a run of 100 units, corporate lease only, and Honda ended production the same year. Japan held the first rule and the first approval, and put a hundred cars on the road.
In the years since, Waymo has scaled to roughly 500,000 paid driverless rides a week by its own March 2026 count, and Chinese robotaxi fleets have been running at city scale. Japan legalised driverless operation under a revised Road Traffic Act in April 2023 and has a government target of more than 100 driverless mobility services by fiscal 2027. The orders of magnitude are not close.
The new international standard will now be folded into Japan's domestic safety standards under the Road Transport Vehicle Act and become part of how vehicles get type designation. On the institutional side, Japan is genuinely ahead of the field. The open question is how many vehicles it can actually put on top of that institution.
Who decides in your country?
When a machine takes the driver's seat, someone has to certify that it is safe enough. A committee room in Geneva, a national government, or the company running the fleet. What June's vote made clearest is that the world has not settled on a single answer.
Who signs off on putting a driverless vehicle on public roads where you live? And when a safety standard is agreed abroad, does it simply become your country's rule?
