Starting in the 2026 academic year, the university is adding a completely new educational track: the Blockchain Applied Practice Program. Unlike the existing lecture series, which focuses on input-style learning through lectures, the new program emphasizes output-driven learning where participants themselves conduct literature surveys, give presentations, and engage in structured debates to define and tackle real-world challenges.
The key distinction is that this program is not about learning blockchain technology itself, it's about exploring how blockchain can be applied to transform real-world industries and systems.
Cross-Disciplinary Study Groups at the Core
The program is organized around field-specific Study Groups (SGs) covering areas such as finance, cryptography, contemporary art, product design, and mobility. Within each group, participants examine the institutional frameworks, cultural contexts, industrial structures, and technical constraints of their chosen field while exploring where and how blockchain technology intersects with these realities.
What makes this especially interesting is the cross-SG team formation for project proposals. Members from different study groups collaborate to develop new concepts and business ideas. Top-performing teams will be offered opportunities to participate in an entrepreneurship support program scheduled to begin in September 2026. Importantly, participation doesn't require entrepreneurial ambitions, the program welcomes anyone interested in deepening their understanding of blockchain's societal applications.

The timing of this launch coincides with a major turning point in Japan's approach to blockchain and cryptocurrency regulation.
Since the ruling Liberal Democratic Party (LDP) published its "Web3 White Paper" in 2022, the Japanese government has been gradually building a regulatory framework for blockchain-related industries. A 2024 tax reform exempted certain corporate-held crypto assets from mark-to-market taxation, and in 2025, the LDP's Web3 Working Group proposed reclassifying crypto assets as a "new asset class" worthy of mainstream financial treatment.
The ruling coalition's tax reform outline, adopted on December 19, 2025, went further. For crypto assets deemed to "contribute to household asset formation," income from spot trading, derivatives, and ETFs would move to a flat 20% separate self-assessment tax (15% national, 5% local), replacing comprehensive income tax of up to 55%, with a three-year loss carryforward. The change is conditional on amending the Financial Instruments and Exchange Act. That bill went to the ordinary Diet session in 2026 and would reclassify crypto assets from a "means of payment" under the Payment Services Act into a "financial instrument" under FIEA. The new tax treatment is expected to apply from January 2028 at the earliest.
Within this evolving policy landscape, the University of Tokyo's program is training not just people who "understand the technology" but professionals who can "design real-world implementations", exactly the kind of talent Japan needs as its Web3 ecosystem matures.

What sets the University of Tokyo's approach apart is the combination of eight different blockchain platforms participating simultaneously in a neutral educational framework and cross-disciplinary study groups that prioritize real-world output over technical deep dives. While Stanford and MIT excel at technical research and entrepreneurial ecosystems, the Tokyo program is specifically designed around the concept of "social implementation" (社会実装 / shakai jissō), a distinctly Japanese approach that focuses on how emerging technologies can be embedded into existing social and industrial systems.
Two Independent Programs, One Educational Vision
The new Applied Practice Program and the existing public lecture series are designed as two independent programs with no hierarchical relationship. Students can enroll in either or both, depending on their interests and experience level.
The public lectures continue as free, online-only courses in 2026, covering topics from trustless system design to DeFi implementations. Completers receive an SBT (Soulbound Token, a non-transferable blockchain credential) based on their exam performance, representing one of the more innovative approaches to academic certification.
Whether Neutrality Holds Is the Open Question
