🎓 Every classroom in Japan runs on a single rulebook written in Tokyo — and that rulebook is being torn up and rewritten right now. The new version arrives in 2030, and it asks the same question every rich country is wrestling with: in an age of AI, what should a child actually learn? Japan's answer looks very different from Finland's, Singapore's, or America's. Lined up side by side, the four reforms read like four national personalities.

What Japan is actually rewriting

First, the thing being rewritten. Japan's Course of Study (gakushū shidō yōryō) is a national curriculum standard issued by the education ministry, MEXT. It sets what every subject must teach, roughly how many hours each gets, and how students are assessed — and it is legally binding on virtually every school in the country. It gets a full overhaul about once a decade. The current version reached classrooms in 2020 for elementary schools, 2021 for junior high, and 2022 for high schools.

In December 2024, MEXT asked its top advisory body, the Central Council for Education, to redesign the whole thing. A formal recommendation is due during fiscal 2026, with the new rules reaching elementary schools in 2030, junior high in 2031, and high schools in 2032. Several threads are already visible.

The biggest is digital skills. Elementary schools would gain a dedicated "information domain" inside their integrated-studies periods, and junior high would split the long-standing "technology and home economics" subject to carve out a new "information and technology" subject. The push assumes that generative AI and the one-device-per-student setup from the GIGA School program are now simply part of the furniture, not a novelty.

The second thread is flexibility, and it is the part educators are arguing about most. A proposed "adjustable class-hours system" would let schools shift some of their standard teaching time between subjects on their own authority, without asking Tokyo for permission — trimming an hour of Japanese, say, to add an hour of English or a school-designed course. There are guardrails: the total annual hours can't grow beyond today's level, small subjects capped at 35 hours a year (such as moral education) are protected from cuts, and every subject keeps at least one weekly slot. The redesign also revisits how the murky "attitude toward learning" grade is judged, and aims to slim down bloated content so teachers, already among the world's most overworked, aren't asked to cram in more.

Finland tore down the walls between subjects

Finland is the country everyone else keeps glancing at, and its signature reform is now the established model rather than the new thing. Its national core curriculum, renewed in 2014 and rolled out from August 2016, made phenomenon-based learning mandatory: at least once a year, students study a real-world theme — climate, migration, the European Union — through several subjects at once, rather than treating history, geography, and science as sealed boxes.

Importantly, Finland did not abolish subjects, despite headlines that claimed it had. It bolted interdisciplinary projects onto the existing structure. The reform grew out of a rough economic stretch — the collapse of Nokia, an aging population — and a belief that the skills worth having were the ones that cut across disciplines. A decade on, it remains the reference point for "holistic" reform precisely because it changed how children learn, not just what.

Singapore is betting fewer exams make better students

Singapore tops international rankings while quietly dismantling the exam machine that built that reputation. Under a long-running campaign it calls Learn for Life, the city-state has been removing mid-year examinations since 2019 — gone across primary and secondary schools by 2023, and phased out for pre-university students from 2024.

The deeper change is structural. In 2024 Singapore fully replaced academic "streaming" — sorting teenagers into rigid Express and Normal tracks — with subject-based banding, where a student can take maths at a demanding level and another subject at an easier one. And from 2027, the familiar O-Level and N-Level exams give way to a single common national certificate. The stated goal is to dial down the obsession with grades and reduce the labeling that came with streaming. For a system famous for high-stakes testing, that is a striking pivot.

America has fifty different answers

The United States is the odd one out, because it has no national curriculum at all. Education is run state by state and district by district, so "American reform" is really a patchwork of fifty conversations happening at once.

The federal government can nudge but not mandate. In April 2025, a White House executive order titled "Advancing Artificial Intelligence Education for American Youth" set up a task force, steered federal grant money toward teacher training in AI, and launched a Presidential AI Challenge for students. Advocacy groups like Code.org now track, state by state, which ones require an AI or computer-science course to graduate, and bills in states such as Alabama and Georgia would write those skills into graduation requirements. But the direction is contested: a separate executive order in December 2025 sought to stop individual states from writing their own AI rules, arguing they slow innovation. The result is energy without a single map — fast-moving in some states, untouched in others.

So what kind of adult is Japan trying to raise?

A caveat first: from here on, this is interpretation, partly my own guesswork, not an official line. No ministry document paints a single portrait of the citizen these reforms are meant to produce. But stack the threads on top of one another and an outline surfaces on its own.

One is a person who can operate with AI as a given. Generative AI and a device on every desk are no longer special tools, which shifts the prize away from how much you can memorize and toward how well you can choose, interpret, and use information. The new information-and-technology subject and the slimming-down of content read as moves in that direction.

The other is a person who can sit with problems that have no single right answer. Letting schools rearrange their own learning time looks like a quiet step away from teaching everyone the same thing at the same pace — from the speed of producing a fixed answer toward the habit of framing your own question. That underlying instinct is the same one behind Finland's cross-subject projects and Singapore's retreat from exams.

None of this is declared outright; it is what emerges when the reforms are read together. And whether the intended student actually appears will come down to something more mundane: whether the people at the front of the class, and the time and money behind them, are enough.

Four countries, one question

Stack the four together and the contrast is the interesting part. Finland reorganized learning around real-world themes. Singapore is loosening the grip of exams from the top down with characteristic speed. America is letting fifty states and the market improvise. And Japan is doing something in between — keeping its powerful central rulebook, but for the first time deliberately loosening it, handing schools a measure of discretion they have never really had while bolting on new digital subjects.

All four are answering the same prompt: how do you prepare a child for a future no one can fully picture, when the technology keeps moving faster than any curriculum committee? Japan's bet is that the answer is part new content, part trust in the people standing at the front of the classroom.
