🏭 Japan's households are sitting on a small fortune in gold, silver and rare metals — and most of it quietly walks out the door. Every year the country discards roughly 650,000 tons of small electronics holding an estimated 280,000 tons of usable metal, worth about ¥84.4 billion ($530 million). Only around 15% is recovered through official channels. On June 5, the Environment Ministry picked six pilot projects with an unusual cast — moving companies, courier firms, even a rural power utility — built around a single idea: once these metals are in the country, they shouldn't be allowed to leave.

The treasure that never leaves the drawer

If you live in Japan, there's a decent chance you have an "urban mine" in a drawer right now. An old smartphone, a dead digital camera, a tangle of chargers. Japan coined the term toshi kōzan (city mine) for exactly this: the metals locked inside the electronics piled up across a country with few natural deposits of its own.

The numbers are real. The Japan Small Appliance Recycling Association estimates that the country throws out about 650,000 tons of small electronics a year, containing some 280,000 tons of useful metal — iron, aluminum, copper, gold, and the rare metals that go into magnets, batteries and circuit boards. Put a price on that metal and it comes to roughly ¥84.4 billion a year.

The problem isn't the size of the mine. It's that almost nobody is digging it. Japan's small-appliance recycling law, in force since 2013, originally aimed for a recovery rate of around 20%. More than a decade later, the figure sits at about 15% (fiscal 2024). Put differently: for every device that enters the official recycling stream, five or six don't.

Part of that is human nature. People hold onto old phones "just in case," or because deleting the photos feels like a chore. The Japanese have a word for it: taizō, the hoarding-away of things that are neither used nor thrown out. But hoarding isn't the whole story. A large share of what does leave the house never reaches a licensed recycler at all.

The "invisible flow"

Researchers at Japan's National Institute for Environmental Studies have a name for where those devices go: the invisible flow. When a free pickup truck cruises a neighborhood offering to haul away old appliances, or a curbside collector takes your broken microwave, that material drops off the official radar. Nobody is required to report what happened to it, so nobody can.

Trace it as best you can and a pattern appears. Some devices are exported as secondhand goods for reuse — Japanese TVs turning up in the Philippines, Vietnam and Macau; refrigerators routed through Hong Kong toward Southeast Asia and Africa; used phones heading to Hong Kong and beyond. Other material gets crushed into mixed metal scrap and shipped to China, where the gold and rare metals are extracted on someone else's soil.

None of this is necessarily illegal, and much of it serves genuine demand for cheap secondhand electronics abroad. But from Tokyo's perspective, it adds up to the same outcome: metals that entered Japan as imported devices, then left again as scrap, with the valuable fraction recovered by a competitor's supply chain rather than a domestic one. Japan has spent years tightening export controls — used appliances unfit for reuse now require ministerial sign-off — but enforcing rules at the port does nothing if the material slips into the invisible flow before it ever gets there.

That is the gap the new program is trying to close. Its formal name is a mouthful — the "Demonstration Model Project to Increase Urban Mine Recovery Volume" — but the logic is simple. Stop trying to catch leaks at the border. Build a collection network good enough that the metals never enter the invisible flow in the first place.

Turning moving trucks into a collection network

Here's where the cast of characters gets interesting. The six projects, announced under a supplementary budget, split into two tracks: small electronics (Track I) and air conditioners (Track II). What unites the Track I winners is that none of them are recyclers in the traditional sense. They're companies that already come to your door.

Sakai Moving Service — one of Japan's largest movers — will test collecting small electronics directly during house moves, in Sapporo, Kashiwa and Fukuoka. The logic writes itself: a moving day is precisely when people finally confront the dead gadgets in the back of the closet, and there's a truck with spare space already parked outside.

Courier giant Yamato Transport will run a project in Tokushima Prefecture centered on traceability — tracking each collected device through the delivery network so its fate can be documented rather than guessed at. In Okinawa, a local firm (Miyazato) is teaming with Okinawa Yamato and a light-truck delivery co-op (Akabō) to collect from both residents and businesses. ReNet Japan Recycle, a licensed mail-in recycler, is partnering with LINE Yahoo and courier Sagawa Express to fold collection into online "buy new, send back the old" moments — catching the old device at the exact instant a replacement is purchased.

The outlier is Kumamura Mori Denryoku, a community power utility in a small Kumamoto village, which will use its existing ties with local residents — the people it already serves electricity to — to collect devices directly. Track II, the air-conditioner side, goes to SG Moving, which will test bulk AC collection paired with subsidies to cover the cost of hauling them away.

The common thread is traceability management. Every one of these projects is designed not just to grab more devices but to log where each one came from and where it went — turning the invisible flow visible. The ministry has been explicit that the results will feed into upcoming reviews of both the small-appliance and home-appliance recycling laws. In other words, these aren't one-off cleanups; they're a live test of how the rules should change.

Why "don't let it leave" became a strategy

A decade ago, recovering metal from old phones was sold mostly as an environmental good — less landfill, less mining. The framing has shifted. With China repeatedly tightening exports of rare earths and other critical minerals, every gram of recoverable metal that drains out of Japan as untracked scrap is now read through the lens of economic security.

The reasoning behind enlisting movers and couriers follows from that. Japan doesn't lack recycling technology, and it doesn't lack metal. What it has lacked is the unglamorous middle step: a way to physically get the device from your closet to a domestic refiner before someone else's truck gets there first. The country's logistics firms already run the densest doorstep network imaginable. Pointing that network at the urban mine is, in its way, the most Japanese solution possible — not a new machine, but a better-organized errand.

Whether six pilots can move the national needle from 15% is an open question, and skeptics note that Japan has announced recycling pushes before without much changing. But the underlying bet is clear enough: the cheapest mine is the one already sitting in millions of drawers, and the metals in it are worth keeping home.
