🐻 On May 7, 2026, a 69-year-old woman was found dead in the mountains of Iwate Prefecture, in what is believed to be Japan's first fatal bear attack of 2026. The day before, the city of Hachinohe in Aomori carried out the prefecture's first-ever urban "emergency hunting" operation near a shopping district. Bear sightings in April were roughly four times last year's level in Miyagi, Akita, and Fukushima, and all six Tohoku prefectures issued bear alerts at record-early dates. Meanwhile, in the World Heritage village of Shirakawa-go, a device called "Bear Sonic"—which emits a chalkboard-scratching sound to repel bears—has begun operating with 10 units installed. In Toyama's Nanto City, sightings dropped to zero for an entire year after installation. Could this Japanese acoustic technology be the savior of a country deep in crisis?

A Crisis Moving at Record Speed

Bear attacks following hibernation have surged at an unprecedented pace this spring, concentrated in the Tohoku and Hokuriku regions of northern Japan.

Bear sightings in April reached approximately 4.5 times last year's level in Miyagi, 4.6 times in Akita, and 3.9 times in Fukushima. Aomori recorded 105 sightings, 2.3 times the previous year. In response, all six Tohoku prefectures issued bear alerts or special advisories during April—each at record-early dates.

On May 6, a bear appeared near Numadate Green Park in Hachinohe, Aomori. Concerned that the bear might enter a nearby commercial district packed with shopping centers, the city consulted with the local hunting association and police, and carried out the first-ever "emergency hunting" operation in Aomori Prefecture. About 25 members of a wildlife damage response unit deployed to the scene. At 3:48 PM, a single hunter fired four slug rounds from a shotgun and culled the female Asiatic black bear, which measured roughly one meter in length and weighed about 50 kilograms. Hachinohe Mayor Yuichi Kumagai stated that the action was "an appropriate and unavoidable response to ensure citizens' safety in an emergency that put lives at risk."

The emergency hunting framework was introduced through revisions to Japan's Wildlife Protection and Management Act in September 2025, allowing municipal mayors to authorize firearm use in urban areas. Hachinohe became the first case in Aomori Prefecture to invoke this authority.

The next day, May 7, a 69-year-old farmer named Chiyoko Kumagai was found dead in a mountain forest in Hachimantai City, Iwate Prefecture, about two kilometers south of her home. She had gone foraging for wild edible plants and never returned. Her body bore wounds appearing to have been made by an animal's claws, and police are treating it as a likely bear attack. This is believed to be the first officially confirmed fatal bear attack in Japan in 2026.

Why This Year Is So Bad

Fiscal year 2025 (April 2025 to March 2026) saw 216 reported attack incidents, 238 victims, and 13 deaths from bears nationwide—the worst figures in the past decade. The 13 deaths more than doubled the previous record of six set the year before. Sighting reports reached 50,359 cases, far surpassing the prior year's 20,513.

The explosion stems from several overlapping factors.

First, autumn 2025 saw a catastrophic crop failure of beechnuts and acorns. With their primary food source severely depleted, bears expanded their range searching for alternatives—and once they learn that human settlements offer food, that knowledge passes to the next generation.

Second, rural depopulation has destroyed Japan's traditional satoyama buffer zones. Abandoned farmland, untended persimmon and chestnut trees, and unmanaged orchards near vacant homes act as powerful attractants. The transitional landscape that once separated humans from bears has lost its function.

Third, a new generation of "urban bears" has emerged. Experts describe these as bears that have lost their natural fear of humans and residential areas, making traditional deterrents ineffective.

Fourth, Japan's hunters are aging and disappearing. The country has roughly 200,000 licensed hunters, most over 60 years old. With aging and a shortage of successors, the workforce needed to manage wildlife is critically thin.

Professor Shinsuke Koike (ecology) of Tokyo University of Agriculture and Technology has warned that bears appearing this April may be ones that "learned the appeal of human settlements last fall and have come back." He advises that, if you encounter a bear, retreating to a vehicle or building is safer than trying to alert the bear with a bell.

What Is "Bear Sonic"? A Wall of Unpleasant Sound

In late April, the World Heritage village of Shirakawa-go in Gifu Prefecture began full operation of a device called "Bear Sonic." The thatched-roof gassho-zukuri houses of Shirakawa Village draw approximately 2.11 million visitors annually (2025 figures). Against a population of roughly 1,500 residents, that ratio is astonishing.

The decision was triggered by an October 2024 incident. A 40-year-old male tourist from Spain stopped to take a photo near a shuttle bus stop when a cub suddenly emerged from a nearby thicket and scratched his arm. The injury was minor, but with a mother bear potentially nearby, village officials say "it could have become far more serious."

Sightings in Shirakawa Village jumped from 35 in fiscal 2024 to 137 in fiscal 2025—a roughly fourfold increase. Bears were appearing frequently near elementary school commute routes and adjacent to elderly care facilities.

In response, the village installed 10 Bear Sonic units, concentrated in areas close to residents' daily lives.

The device was developed by T.M.WORKS, a small company based in Yamanashi Prefecture that originally manufactured automotive ignition components. In 2018, the company began developing high-frequency sound devices to prevent roadkill—starting with "Deer Sonic"—and adapted the technology for bears.

Here's how it works. The device randomly emits about 50 different high-frequency tones in a 100-degree cone aimed toward the mountainside. The unpleasant sound—described as similar to fingernails dragging across a chalkboard—creates an invisible "wall of sound" that bears find aversive. Random variation prevents animals from habituating to repeated patterns.

The device has been confirmed harmless to humans by the Yamanashi Prefectural Industrial Technology Center.

Toyama's "Zero Sightings for a Year"

The first confirmation of Bear Sonic's effectiveness came from Nanto City in Toyama Prefecture. Bears were repeatedly appearing around a combined elementary-junior high school, and in June 2024 the city installed a single test unit.

According to Professor Masachika Tsuji of Okayama University of Science, surveillance camera footage showed that within three days of installation, the bears' activity zone had retreated by 100 meters. Within a week, they had moved 150 to 200 meters further out.

Most strikingly: at a location where bears had appeared almost every night before installation, sightings dropped to zero for the entire year that followed.

Based on these results, Nanto City plans to add two more units in late May 2026, bringing the total to three. Mitsunari Shiraki, head of the industry section at Shirakawa Village, says: "We don't expect this device alone to solve the entire problem—we're dealing with nature—but we have high hopes for its effect."

Same Technology, Different Targets: The Bird Sonic Track Record

The same high-frequency principle is already used at Japanese airports. "Bird Sonic" devices are operating at 10 airports including Kansai International and Osaka (Itami), with reports indicating bird presence has dropped roughly 90 percent compared to before installation. Narita Airport plans to install eight units in 2026.

Roads have also seen success. At Tomakomai-Chuo Interchange on the Hokkaido Expressway, conventional acoustic devices failed to deter deer, but switching to high-frequency units made deer disappear from the area. NEXCO East Japan, which manages the road, contracted T.M.WORKS specifically to develop a high-frequency solution.

How This Differs from International Bear Management

In North America and Europe, bear management has historically centered on physical barriers and changing human behavior.

In U.S. national parks like Yellowstone, carrying bear spray (capsaicin-based) is recommended, and bear-resistant food storage canisters are mandatory. Electric fences are widely used to enclose campsites and waste collection points. Population management through licensed hunting is also part of the mix.

In Europe, countries like Romania—home to one of the continent's largest brown bear populations, estimated at over 6,000 individuals—rely primarily on tranquilizer relocation and electric fencing. Some areas have seen friction between bear reintroduction efforts and local livestock farmers.

The novel feature of Japan's Bear Sonic is its philosophy: don't kill, and don't simply keep humans away—keep the bears away from spaces where humans live, learn, and gather. Tourist sites, residential areas, school commute routes—stretching an invisible acoustic barrier across these zones makes sense in a country where bear habitat and human settlement are uniquely intertwined.

It's also infrastructure-based, unlike electric fences (high physical maintenance burden) or bear spray (must be carried at all times). That's a meaningful design difference.

The Expert Caution: Don't Overestimate

Even Professor Tsuji, who is involved in effectiveness verification, urges caution. "Lives are at stake," he says, asking that the device's effectiveness "not be overestimated at this stage."

Scientific data on Bear Sonic's effect on bears specifically remains thin—not yet at the level required for academic publication. The "zero for a year" result from Nanto City is striking, but the sample size is limited.

On the question of whether bears will eventually habituate to the sound, Tsuji says habituation is "99 percent unlikely" but doesn't rule out exceptional individuals. "Just as some humans don't mind the sound of fingernails on a chalkboard, there may be bears like that too. But I think they're very rare."

The device's coverage is also limited in range, so it can't realistically protect entire mountain forests or large agricultural areas. The proper framing is: a pinpoint solution to prevent direct human-bear encounters in specific high-value locations.

Savior, Or One Tool Among Many?

Bear Sonic is not a silver bullet. But it has introduced a genuinely new option to a debate that had narrowed to "kill or do nothing."

Japan's bear strategy is shifting toward a layered approach.

The government introduced the emergency hunting framework in September 2025 and is expanding the corps of municipal "government hunters." In April 2026, the Ministry of the Environment revised its bear management guidelines, shifting the basic policy from "protection" toward "management" and strengthening "zoning management."

Layered onto this are non-lethal technologies like Bear Sonic, AI-based sighting prediction maps (such as KumaMap), and bear-deterrent dogs operated by NPOs like Picchio in Karuizawa.

A World Heritage village using a chalkboard-scratching sound to keep bears at bay—this scene may represent the moment Japanese wildlife management entered a new era.
