On April 2, 2026, something unusual happened in Sumida Ward, Tokyo. Japanese Prime Minister Sanae Takaichi and French President Emmanuel Macron made a joint visit to the headquarters of Astroscale, a space debris removal company founded in 2013.

During the roughly 30-minute tour, both leaders were briefed by Astroscale CEO Mitsunobu Okada and Exotrail CEO Jean-Luc Maria on debris removal technology and satellite manufacturing, walking the floor where spacecraft are built.

Afterward, PM Takaichi told reporters that Astroscale's technology is "world-leading, a technology Japan is proud of." Macron said he wants sustainable space use on the agenda at the G7 summit France hosts in June.

When two heads of state jointly visit a growth-stage startup, the message is clear: space debris is no longer a niche engineering concern but a matter of national security and diplomacy.

What Was Actually Signed

Timed with the leaders' visit, Astroscale France SAS (Astroscale's French subsidiary) and Exotrail announced a contract to develop satellite deorbiting missions. The goal: create technology to safely remove end-of-life satellites from Low Earth Orbit (LEO, below about 1,250 miles altitude) by 2030.

Each company brings something different to the table. Astroscale specializes in RPO, Rendezvous and Proximity Operations. Think of it as the ability to approach and grab objects in space. The company proved this with its ELSA-d mission in 2021 and the ADRAS-J mission in 2024, which achieved a world first by closing to within about 15 meters (50 feet) of a non-cooperative piece of debris and orbiting it for observation.

Exotrail, meanwhile, is a French space-mobility company known for its "spacevan" orbital transfer vehicle, which moves satellites between orbits. The partnership pairs "catch it" technology with "move it" technology to safely bring dead satellites down.

Why Space Junk Is an Escalating Crisis

According to the European Space Agency (ESA), about 44,870 artificial objects are currently tracked in Earth orbit. Beyond those, an estimated 1.2 million debris fragments larger than 1 cm and 140 million larger than 1 mm are drifting undetected.

The problem is getting worse fast. In 2023 alone, over 2,800 satellites were launched into LEO, the vast majority joining mega-constellations like SpaceX's Starlink.

What makes space debris so dangerous is its speed. In LEO, objects travel at roughly 17,500 mph, and collision velocities can reach 22,000 mph, many times faster than a bullet. A fragment the size of a marble can destroy a satellite entirely.

The nightmare scenario is the Kessler Syndrome, named after NASA scientist Donald Kessler: a runaway chain reaction in which collisions create debris that causes more collisions, until entire orbital bands become unusable. ESA has already warned that congestion in LEO has reached unsustainable levels.

A Market Poised to Double by 2030

The growing space junk crisis has given birth to a booming industry: on-orbit satellite servicing. This market encompasses debris removal, satellite life extension, refueling, repair, and orbit adjustment.

Multiple research firms estimate the market was worth about $2.4 billion in 2023 and project $5.1 to $5.8 billion by 2030, growing at roughly 11 to 12% a year. Active debris removal is the fastest-growing segment.

Astroscale is consistently named among the market's global leaders. It went public on the Tokyo Stock Exchange Growth Market in June 2024 (ticker: 186A). As of early April 2026, its market capitalization stood at roughly ¥140 billion (about $930 million), with revenue up 194.5% year over year to about ¥4.4 billion ($29 million) and a backlog of about ¥41 billion ($274 million). It still operates at a loss, not unusual for a deep-tech startup in a capital-intensive field, but the trajectory is upward.

Why Japan-France Matters Strategically

This deal carries weight well beyond two companies shaking hands.

France is Europe's largest space power and has earmarked €1.5 billion (about $1.6 billion) for space within its "France 2030" national investment plan, a €54 billion (about $58 billion) initiative. Exotrail is a beneficiary of this program, and the Astroscale partnership directly strengthens France's industrial base and Europe's orbital servicing ecosystem.

For Astroscale, which already has offices in Paris and Toulouse in addition to its headquarters in Japan and outposts in the UK, US, and Israel, the deeper France connection creates a gateway to European institutions like ESA and commercial operators like Eutelsat OneWeb.

PM Takaichi has a personal track record here. As Japan's Minister for Space Policy from 2022 to 2024, she championed Astroscale's technology and pushed for space debris to be raised at the 2023 Hiroshima G7. Macron's wish to elevate the issue at the France-hosted G7 in June 2026 signals a shift from a "technical problem" to an "international policy agenda."

Japan's government has also been active on the regulatory side. In March 2026, it held the fourth ministerial meeting on Space Traffic Management, with Astroscale included as a private-sector participant. The Ministry of Defense has separately awarded the company a roughly $6.7 million contract for satellite-grasping technology development, highlighting the dual-use nature of debris removal capabilities.

The Roadmap to 2030

The 2030 target date in this contract aligns with several international milestones. Twelve European countries have signed ESA's Zero Debris Charter, committing to achieve "debris neutrality" by the end of the decade. Meanwhile, Astroscale plans a new debris removal demonstration mission in 2027, a successor to ADRAS-J that aims to actually grab and deorbit a piece of debris, completing the full removal process for the first time.

Astroscale has also secured contracts with JAXA (Japan), the UK Space Agency, ESA, the US Space Force, and the French government, making it one of the few companies trusted by multiple major space powers for sensitive orbital operations.

Making Space Sustainable

It took decades for ocean plastic pollution to enter public awareness. Space debris is the orbital equivalent, with one crucial difference: once the Kessler Syndrome triggers, no cleanup crew can fix it.

GPS navigation, weather forecasting, disaster monitoring, mobile communications, modern life depends on satellites. Protecting the orbital environment isn't a passion project for space enthusiasts. It's infrastructure protection for all of humanity.

The Astroscale-Exotrail partnership is a concrete step, backed by real technology, real money, and, as of April 2, 2026, political commitment at the highest levels.
