🔌 Japan just put a number on its nuclear future for the first time since Fukushima: up to five replacement reactors by the 2040s, and as many as 14 by the 2050s. But the loudest argument inside Japan isn't whether the country can build a safe reactor. It's whether anyone can trust the system that would run it.

A number the government wouldn't touch for 15 years

On June 5, 2026, Japan's Ministry of Economy, Trade and Industry (METI) handed an expert panel a draft target for what it calls "replacement" — tearing down reactors already marked for decommissioning and building new ones in their place. The figures: up to 5 by the 2040s, up to 14 by the 2050s. After a round of public comment, a meeting of relevant ministers is expected to sign off by the end of July, according to the Asahi Shimbun and Nikkei.

The striking part is that the government published a count at all. This is the first time since the 2011 Fukushima Daiichi accident that Tokyo has attached specific numbers to new reactor construction. The point of doing so, officials say, is predictability: a hard target tells the nuclear industry it's safe to invest again, and to start training and holding onto the engineers a long build needs.

It slots into the 7th Strategic Energy Plan, approved in 2025, which wants nuclear to supply roughly 20% of Japan's electricity by fiscal 2040.

Why push now? Three pressures are converging. The first is energy security. Japan's energy self-sufficiency sits near 13%, among the lowest of any major economy, and most of its oil still arrives through the Strait of Hormuz — a vulnerability that feels sharper in mid-2026 with tensions around Iran back in the headlines. The second is decarbonization and the 2050 net-zero pledge. The third is newer: electricity demand in Japan is rising for the first time in about two decades, pulled up by data centers, AI, and a wave of domestic semiconductor plants. The minister steering all this, METI chief Ryosei Akazawa, also holds the government's GX (green transformation) portfolio.

Why a single number counts as a turning point

To understand why a number is such a big deal here, you have to go back to what Japan concluded about its own worst nuclear day.

After Fukushima, the National Diet — Japan's parliament — set up an independent investigation commission, the first of its kind in the country's constitutional history. Its July 2012 report did not blame the earthquake or the tsunami. It called Fukushima "a profoundly man-made disaster" that could and should have been foreseen and prevented.

The mechanism it identified has a name that travels well: regulatory capture. The watchdogs had been quietly absorbed by the industry they were supposed to police. The report described a cozy web of utilities, ministries, and regulators that Japanese critics had long nicknamed the "Nuclear Village" (genshiryoku mura) — and pinned the catastrophe on that collusion rather than on any failure of engineering.

The commission's chairman, Kiyoshi Kurokawa, went further in the report's English-language foreword, calling the accident one "Made in Japan" and tracing it to cultural habits: reflexive obedience, a reluctance to question authority, a devotion to sticking with the program. (Worth noting honestly: that "Made in Japan" line appeared in the English preface but not in the Japanese one — a discrepancy that drew comment at the time.) Either way, the official verdict pointed at organization and oversight, not at steel and concrete.

Japan tried to fix it by design — but the question won't die

What's striking is that Japan's response wasn't to swap out a leader. It was to redraw the structure.

In September 2012, the country created the Nuclear Regulation Authority (NRA), pulling safety regulation out of METI — the same ministry whose job is to promote nuclear power — and lodging it in an independent "Article 3" commission under the Environment Ministry. The investigation had demanded independence from three forces specifically: the government bodies that promote nuclear, the operators, and politics. The NRA was the institutional attempt to make "regulatory capture" structurally harder.

Is it working? That's a genuinely open, contested question. As recently as January 2026, the Citizens' Nuclear Information Center — an independent watchdog group — argued that the regulator's independence is being chipped away.

That closeness still echoes in the language. The reactor type favored for replacement is the so-called "innovative light-water reactor." It does add safety equipment — a core catcher to contain a melted core, cooling that keeps working after a power loss — but its base design is much like existing reactors, not a different machine like a small modular reactor or a fast reactor. What bothers critics is the word "innovative." According to the Tokyo Shimbun, it's a marketing term coined by manufacturer Mitsubishi Heavy Industries that METI, the promoter, carried straight into its policy documents. Judging the actual safety is the job of the independent regulator, and this is only the earlier policy-planning stage — but critics still see, in a promoter ministry borrowing the seller's word uncritically, an echo of the old government-industry closeness.

Technology isn't the hard part. Trust is.

Here's a distinction worth holding onto. The real question is probably not "can Japan build a safe reactor?"

Consider one uncomfortable data point. The Onagawa nuclear plant sat closer to the 2011 epicenter than Fukushima Daiichi did. It was hit by a comparable tsunami. It did not melt down. Analysts credit the difference largely to its operator, Tohoku Electric, and its organizational and safety culture — not to luck or to better reactors. Same earthquake, same era of technology, different organization, opposite outcome.

That reframes the replacement question. The engineering is the manageable part. The real test is whether the institutions running these machines — and the regulator watching them — can stay honest across a reactor's 60-to-80-year life.

The case against isn't only about trust, and a fair reading has to include the rest of it. New reactors are staggeringly expensive: France's Flamanville EPR, a close cousin of the type Japan plans to build, ran years late and far over budget, and Japan's own utilities have been notably reluctant to commit. Waste is unresolved — Japan still has no permanent disposal site for high-level radioactive waste, and is only at the preliminary "literature survey" stage with a handful of municipalities; more reactors mean more waste with nowhere final to go. And there's the renewables argument: that a resource-poor country's deepest security lies in needing no imported fuel at all, so the money would be better spent on solar, wind, grids, and storage. Germany drew exactly the opposite lesson from Fukushima and finished phasing out nuclear entirely in 2023.

The case for is just as concrete. Nuclear remains the only proven, large-scale, weather-independent low-carbon power source. Renewables alone can't yet guarantee the round-the-clock supply that data centers and chip fabs demand. And for an island running on 13% self-sufficiency, fuel-free baseload power is a form of strategic insurance no solar farm can offer.

The question hiding inside everyone's energy debate

Strip away the Japanese specifics and the dilemma is universal. Nearly every country chasing decarbonization while also feeding the enormous appetite of AI and data centers is being nudged back toward nuclear. And each one runs into the same buried question Japan is now asking out loud: not "is the technology safe?" but "do we trust the organization that runs it — and the regulator that's supposed to watch it — to stay honest for the next half-century?"

Japan's answer, for now, is to bet on structure: an independent regulator, published targets, a public comment period. Whether that bet is sound is precisely what's being argued in Tokyo this summer.
